Programming Approach
To realise its vision, ZWRCN is grounded by a set of interconnected national and regional women rights and development instruments. These include the national gender policy, macro economic policy (including gender budgeting policy), the SADC Protocol on Gender and Development (SADC Gender Protocol), the Protocol to the African Charter on Human and People’s Rights on the Rights of Women in Africa, and the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW).
ZWRCN has two main areas of focus namely, the Gender Economic Policies and Public Finance Programme (GEPPF) and Gender and Information programme with the underlining aim to ‘ Make a Difference for Women’. The Gender and Information Programme is the anchor aimed at raising the profile of ZWRCN as the leading information organisation in Zimbabwe and beyond. ZWRCN also runs the Documentation Centre within the Gender and Information Programme. The Documentation Centre has a wide collection of audio-visual material, books, periodicals and gray material on gender and development and aims at positioning ZWRCN as a resource centre equipped with cutting edge information services.
The overarching programme, GEPPF, aims to democratise the macro economic framework through fostering women’s participation in the national and local government level budgeting processes, whilst simultaneously supporting and capacitating government structures, systems and processes to mainstream gender and women’s empowerment in the budget process. At the same time ZWRCN, through the programme, envisages support of other key players in civil society, so that they demand greater accountability in public finance management, in particular with regard to gender equality in the national and local government budget.
