2nd Annual Southern Africa Regional Gender Budgeting Network Meeting

Background

The Southern African Region Gender Budgeting Network was formed in June 2009 and had its 1st Annual Meeting at the same event to constitute the vision and mission of the network. On 5 August 2010, the 2nd Annual Meeting was held as documented below: Welcome Remarks

1.The Executive Director of ZWRCN, Naome Chimbetete welcomed all members present and the meeting proceeded as follows:

2.Objectives of the meeting
  • To constitute GB focal persons for each member country
  • To plan activities to be incorporated into the Regional Gender Budgeting Network (RGBN) workplan

3.Priority areas of the network The following areas were identified as priority areas for the network:
  • Institutional development
  • Information sharing
  • Capacity building
  • Fundraising
4.Issues raised The meeting noted the following areas as key to the success of the network:
  • Specific country capacity building – It was agreed that local capacity building initiatives were necessary to spread Gender Budgeting (GB) to a wider civil society. It was therefore essential that individual countries hold GB Training of Trainers Workshops to build on the pool of the trainers within the region. Since the different countries are at different levels in GB knowledge and experience, the training would go a long way in covering gaps. ZWRCN as the secretariat has the duty to follow up with individual countries on capacity building.
  • Formation of national networks- It was agreed that all countries present should form national gender budgeting networks to lead the in-country gender budgeting initiatives. These networks are to be led by civil society in collaboration with the gender machinery, Ministry of Finance and other relevant line ministries. Malawi, Zambia and Zimbabwe indicated that they have functional networks.
5. Constitution of GRB focal points
  • GRB focal persons from each of the 8 countries represented were appointed. The focal persons were drawn from civil society organisations as had been agreed earlier. Focal persons will have a coordinating role and ensure consistency in operations of the country level GB networks. The focal people were as follows:

6.Proposed Activities for the Network Participants suggested the following as activities the regional network could undertake:
  • Setting up a regional gender budgeting website. ZWRCN advised participants that the regional network webpage was functional under ZWRCN website. The webpage can establish links to member organisations, ministries and other CSOs and can also allow for the download of online materials e.g. training manuals and reports. This regional website would also contain articles from countries on gender budgeting and the individual country gender profiles will be uploaded.
  • Gender budgeting experiences from each country are to be documented and presented in print and audiovisual formats. Photo galleries of progress and activities being done in the countries are to be posted on the website.
  • Advocacy materials such as brochures, pamphlets or posters factoring in elements of definitions, and highlights of the network are to be produced.
  • Research component of GB will be factored in as an activity.
  • Capacity building at regional level after a needs assessment.
  • Exchange visits, at the availability of funds, to learn from each other and share experiences.
  • Work closely with the SADC gender unit who will be linked up to the network

7.Closing Remarks The Executive Director highlighted the organization’s obligation in the successful coordination of the network and encouraged the stakeholders to cooperate by contacting the office whenever there are challenges. She expressed appreciation for the commitment shown by participants in sharing information and in planning for the regional gender budgeting network.
